With support from 20 UN entities, U4SSC empowers local leaders to share, learn, and lead transformative change.
The 9th U4SSC meeting took place virtually on 31 October 2025, 11:00-12:00 and 13:30-15:30 hours, Geneva time.

Biographies

Giampiero Bambagioni
U4SSC Vice-Chair
Giampiero Bambagioni is an urban economist who holds positions in International Organizations promoting sustainable development (United Nations, since 2001) and market efficiency (IVSC).
He has extensive experience in Urban Development and Real Estate Finance, and in Sustainable and Responsible Investment (SRI), Green Financing, Smart Sustainable Cities (including artificial intelligence in cities), Fintech and PPPs. Giampiero is the Vice Chair of the UNECE Working Party on Land Administration.
He teaches Economics and Project Evaluation in official courses and/or Master’s programs, currently at the University of Perugia and the Polytechnic University of Milan. For many years, he taught at the Faculty of Architecture at Sapienza University of Rome. He is advisor to public and private organizations at the national and international levels.
Giampiero has published many articles and books on sustainable urban development, and on the economic evaluation and financial sustainability of programs and projects.

Bas Boorsma
Urban Innovators Global & Professor of Practice at Thunderbird School of Global Management, The Netherlands
Bas Boorsma is a leading urban innovation and digitalisation specialist and executive with more than 22 years of experience in the urban innovation and smart city space. He currently serves as Founder & Partner to Urban Innovators Global, an international enterprise that serves to expand the innovation capacity of cities by means of education, assessments, talent placement, programme management, and venture building. In addition to his other current roles, Bas is chairman of Urban Futures venture building studio in Italy and also serves as Professor of Practice at the Thunderbird School of Global Management at Arizona State University. Until recently, Bas served as CDO to the City of Rotterdam. In the past, Bas was a regional and global executive leader to Cisco, and he authored the acclaimed book ‘A New Digital Deal’.

Cristina Bueti
ITU and U4SSC Secretariat
Cristina Bueti is the ITU Focal Point on Smart Sustainable Cities and AI-powered Virtual Worlds. She is also the Counsellor of ITU-T Study Group 20 “Internet of Things, digital twins and smart sustainable cities and communities” and serves as TSB/ITU focal point for Latin America. Cristina Bueti graduated from the Faculty of Political Science, Law and International Cooperation and Development of the University of Florence, where she completed postgraduate studies in International Cooperation and Telecommunications Law in Europe. In 2003, Ms. Bueti built on her academic credentials by completing a specialized course in peace keeping and international cooperation with special focus on telecommunications at the Faculty of Laws, University of Malta, before joining the International Telecommunication Union in Geneva in January 2004. As part of the International Women’s Day 2016, she was named as one of the ten Geneva-based inspirational women working to protect the environment. She has authored over 40 reports on telecommunication and emerging technology issues. A native Italian speaker, Cristina is also fluent in English, French and Spanish.

Wendy Teresa Goico Campagna
Vice-chair, U4SSC
A Dominican career diplomat and public official, Ms. Goico Campagna’s professional trajectory reflects a sustained commitment to innovation, sustainable development, and international cooperation. With 30 years of distinguished service to the Dominican State, including over 18 years of experience in diplomatic, economic, and policy affairs at both bilateral and multilateral levels, she has combined strategic vision and technical expertise to advance initiatives that link diplomacy, digital transformation, and urban innovation, fostering multilateral dialogue and cooperation among nations as key drivers of inclusive and sustainable progress.
A results-oriented professional, she has successfully led high-impact projects within the United Nations system, bridging the agendas of the World Trade Organization (WTO), the United Nations Conference on Trade and Development (UNCTAD), the International Telecommunication Union (ITU), the World Intellectual Property Organization (WIPO), the United Nations Institute for Training and Research (UNITAR), and other specialized agencies. Her leadership within the United for Smart Sustainable Cities (U4SSC) initiative has been instrumental in advancing the adoption of Key Performance Indicators (KPIs) for Smart Sustainable Cities, both nationally and internationally, fostering digital governance models and policy innovation aligned with the United Nations 2030 Agenda for Sustainable Development.
Ms. Goico Campagna’s diplomatic work has been distinguished by her ability to revitalize regional cooperation mechanisms, strengthen international partnerships, and translate multilateral commitments into tangible outcomes that bridge global frameworks with local implementation. This was particularly evident during her tenure from 2023 to 2025 as Coordinator of the Group of Latin American and Caribbean Countries (GRULAC) within the International Telecommunication Union (ITU), where she revitalized a previously dormant platform, transforming it into an active and cohesive forum for negotiation, policy dialogue, and consensus-building among its Member States. Her approach emphasizes inter-agency coordination, strategic planning, and consensus-driven governance as effective tools for advancing inclusive and sustainable development. Her professional experience spans multilateral, bilateral, and national spheres, encompassing trade diplomacy, investment facilitation, tourism promotion, intellectual property, and technology policy. She has represented the Dominican Republic before major United Nations bodies and international organizations in Switzerland, engaging in multilateral diplomacy across the UN system, and has served in Belgium and Canada in bilateral capacities, promoting trade, tourism, and investment cooperation. In these roles, she has led and supported strategic initiatives in Artificial Intelligence, Smart Cities, and Digital Transformation, contributing to the country’s global positioning in emerging technology, innovation, and sustainable development agendas.
Trained as an architect and guided by a diplomatic vocation, Ms. Goico Campagna integrates analytical rigor, structural thinking, and strategic vision into her approach to public policy and international cooperation. She holds a Bachelor’s degree in Architecture from the Universidad Autónoma de Santo Domingo (UASD), a Master’s in International Trade from ISEAD Business School (accredited by the Complutense University of Madrid), and is currently pursuing a Master’s in Artificial Intelligence at CEUPE European Business School. Her multidisciplinary background enables her to connect technology, design, and diplomacy in advancing innovative and sustainable governance frameworks. A native Spanish speaker fluent in English, French, and Italian, she has participated as a speaker and moderator in numerous international forums on innovation, technology, and public policy. Guided by integrity and purpose, her professional philosophy is grounded in the conviction that diplomacy and innovation are mutually reinforcing forces that drive inclusive and sustainable progress, and that multilateralism embodies the principle that unity is strength, where collective action forms the foundation for meaningful global solutions.

Ebru Canan-Sokullu
Director, Global Water Academy, UNITAR
Dr. Ebru Canan-Sokullu is the Deputy Director of Division for People and Social Development at UNITAR, leading Health and Development, and the EU and Global Grants units, co-leading the CIFAL Global Network. She is currently the Director of UNITAR Global Water Academy, and UNITAR focal head of the U4SSC (United 4 Smart and Sustainable Cities) Initiative of International Telecommunication Union.
Before she started her career as an international civil servant at the United Nations, she was a renown academic in Turkey. She served as the Dean of Faculty of Economics, Administrative and Social Sciences at Bahcesehir University in Istanbul. Dr. Canan-Sokullu directed UNITAR’s training center, CIFAL Istanbul (2021-2024). She served as the Founding Executive Director of Otto and Fran Walter Rotary Peace Center at Bahcesehir University. Dr. Canan Sokullu also chaired the Departments of Political Science and International Relations, and European Union Relations, she served as the vice director of the Graduate School of Social Sciences in charge of academic affairs at the same University.
Dr. Canan-Sokullu received her PhD at University of Siena as a European Foreign and Security Policy Studies fellow of Compagnia di San Paolo, Riksbankens Jubileumsfond and VolkswagenStiftung. She was a research scholar at University of Cambridge (2006) and Ohio State University (2005). She received her BA degree in International Relations at İstanbul University, MA degree in International Relations at University of Essex, and MSC degree in European Studies at University of Siena.
Dr. Canan-Sokullu coordinated numerous international and national research projects, joint philanthropy-industry-academia sustainable development programmes. She is an extensively published scholar. Soumaya Ben Dhaou
WG4 Leader,U4SSC Thematic Group on Artificial intelligence in cities
Soumaya Ben Dhaou is currently the research specialist at UNU-EGOV. She is coordinating the area on Emerging technologies and innovation for Digital Governance. She is investigating the potentials of emerging technologies such as Artificial Intelligence or Blockchain and their impact on transforming Government and public service but also urban centres and settlements. She led in collaboration with IDRC and UN-HABITAT the “Global assessment of responsible AI in cities”. She is currently leading the working group at ITU (Switzerland) under the U4SSC (United 4 Smart Sustainable Cities Communities) Fostering responsible AI for cities (FAIR for cities) involving multiple experts on Ai. In parallel, she is collaborating on the ERASMUS+ program project AICOSERV (AI technologies for sustainable Public service Co-creation).

Ramy Ahmed Fathy
Leader, U4SSC Thematic Group on Digital Public Infrastructure (DPI) for cities
Dr. Ramy Ahmed Fathy is a distinguished international expert in cybersecurity policy, digital transformation, and technology diplomacy. With more than two decades of leadership experience across government, international standardization, and strategic innovation, he currently serves as Chief of International Cybersecurity at Egypt’s National Telecommunications Regulatory Authority (NTRA), where he leads the international cybersecurity cooperation portfolio on the techno-policy levels within the Vice-Presidency for Cybersecurity.
At the global level, Dr. Fathy plays a pivotal role in shaping international ICT and cybersecurity governance. He serves as Vice-Chair of ITU-T Study Group 20 (Internet of Things, Digital Twins, and Smart Sustainable Cities and Communities) and Chair of Working Party 3/20 on Data, Security, and Decentralization, leading international standardization work on trusted IoT ecosystems, AI-enabled infrastructure, and digital public infrastructure systems. Furthermore he is chairing the African Regional Group of SG20, whereby he is leading standardization and smart city development efforts to promote sustainability, interoperability and economic development at the African level. Additionally, Dr. Fathy serves as Vice-Chair of the United for Smart Sustainable Cities (U4SSC) initiative — a UN platform supported by 20 UN agencies that guides cities in achieving their UN Sustainable Development Goals (SDGs) targets through integrated techno-policy frameworks and performance indicators.
Dr. Fathy has been a driving force behind Egypt’s engagement in global cybersecurity and techpolicy dialogues, and in multilateral negotiations, representing the country in several UN-led processes and contributing to international policy frameworks addressing cybercrime, digital governance, and AI risk management. His expertise uniquely bridges technical depth and policy foresight, advancing cooperation at the intersection of cyber diplomacy, digital trust, and standards-based innovation.
Throughout his career, Dr. Fathy has spearheaded national and regional initiatives in AI governance, smart cities, digital economy readiness, and national cybersecurity strategies. He has authored numerous reports, policy papers, and academic publications that connect technology, governance, and sustainable development. A recognized voice in multilateral forums, Dr. Fathy continues to advance Egypt’s vision as a regional leader and global partner in building a secure, inclusive, and trusted digital future; advancing policy frameworks on digital trust, AI, IoT, and smart city infrastructures.

Gamze Hakli Geray
WG3 Co-leader, U4SSC Thematic group on Enabling People-Centred Cities through Digital Transformation
Gamze Hakli Geray possesses over two decades of extensive management experience in business across diverse industries, including consultancy, services, retail, education, FMCG, and logistics. Since 2022, she has served as an Adjunct Faculty Lecturer at Middlesex University Dubai.
Gamze is a member of the United for Smart Sustainable Cities (U4SSC) initiative and currently serves as Co-leader of Working Group 3: Digital Transformation of People-Centered Cities. She has also contributed to U4SSC Thematic Groups, including Guidelines on Strategies for Circular Cities and Digital Wellbeing.
She holds a Bachelor of Arts (BA) degree from Boğaziçi University in Türkiye and a Master of Business Administration (MBA) from the University of Leicester, United Kingdom. Additionally, she holds an International Diploma in Clinical Hypnotherapy with Psychotherapy and Counselling Skills.

Okan Geray
Chair of U4SSC
Dr. Okan Geray has more than 25 years of experience in consulting and advisory roles across various industries. He has consulted for a number of organizations in Netherlands, France, Italy, Germany, South Africa, Turkey and Dubai. He worked at A.T. Kearney global management consulting firm for 6 years and was a member of the Global Telecommunications and Higher Technology core team before he joined Dubai Government in 2002. He has worked as the Strategic Planning Advisor in Dubai eGovernment, Dubai Smart Government, Smart Dubai Office and recently Dubai Digital Authority. His responsibilities include Strategic Planning, Strategic Performance Management and Policy Making among others.
Dr. Geray is the U4SSC Chair (U4SSC is a UN initiative coordinated by ITU, UNECE and UN-Habitat and supported by other 16 UN bodies, that help support the development of institutional policies and strategies which encourage the use of digital technologies to facilitate digital transformation and ease the transition to smart sustainable cities). He is leading several thematic groups globally for U4SSC namely “Guidelines on Strategies for Circular Cities”, “City Science Application Framework”, “AI in Cities”, “Enabling People-Centered Cities through Digital Transformation”, and “Digital Wellbeing”.
Dr. Geray is the Co-Rapporteur of the ITU Study Group 20, Question 7 on “Evaluation and assessment of Smart Sustainable Cities and Communities”. He is a member of the IEC-ISO-ITU Joint Smart Cities Task Force (J-SCTF). He is Co-Chairing the Working Group “Economic, regulatory & competition aspects” in the ITU Focus Group on metaverse (FG-MV). He was also the Co-Chair of the “Data Economy Impact, Commercialization and Monetization” Working Group, part of the ITU Focus Group on Data Processing and Management.
Dr. Geray holds a double major B. Sc. degree in Industrial and Computer Engineering from Bosphorus University in Istanbul Turkey, an M.Sc. degree in Electrical Engineering and a Ph.D. degree in Systems and Control Engineering from the University of Massachusetts in the US. He has published several journal and conference papers and was an adjunct lecturer in management for 15 years.

Arne Ingebrigtsen
Leader, U4SSC Thematic Group on Social-cultural sustainability in people-centred city governance
Arne Ingebrigtsen is the Chief Executive Officer, serving the City of Kristiansund, Norway. Previously an entrepreneur from the global private sector with several nominations and awards, including Europe Fast 500. Now innovating the Norwegian public sector. Kristiansund established the first municipal master plan in Norway based on the UN SDGs and U4SSC Key Performance Indicators. Kristiansund was top 3 in the European Public Service Awards, won the Farmand price, the Framsikt price and several others after innovating the city’s services under his leadership. He is also serving as a board member at Innovation Norway. His expertise lies in the area where technology meets its beneficiary.

Tania Marcos
Vice-Chair, U4SSC
Tania is Head of the Smart Cities Unit at the Spanish Association for Standardization (UNE), where serves as Manager of the Standards Committee CTN 178 “Smart cities”, and acts as the national focal point for the development of Standards for Local Governments, which assist their transformation into smart cities/smart tourism destinations. She represented the Spanish Government at the 1st IEC-ISO-ITU World Smart City Forum held in Singapore. She is the Representative of the CEN-CENELEC-ETSI Sector Forum on Smart and Sustainable Cities and Communities, towards the European Innovation Partnership on Smart Cities and Communities (EIP-SCC) of the European Commission. She is also Vice-chair of ITU-T Study Group 20 on Internet of things (IoT) and smart cities and communities (SC&C), on behalf of the Spanish Secretary of State for Telecommunications and Digital Infrastructure (formerly Information Society and Digital Agenda), within the Ministry of Economic Affairs and Digital Transformation. Regarding the UN initiative United for Smart Sustainable Cities (U4SSC) to achieve Sustainable Development Goal 11, Tania participates at the Thematic Group on City Platforms, co-leading WG3 for transitioning to a new architecture framework for future city platforms. Senior Standardization Programme Manager, Tania has acted as secretary, expert or convenor to different CEN/CENELEC/ETSI & ISO/IEC structures, dealing with Quality & Sustainability for public and private sectors: performance indicators, evaluation & conformity assessment, energy & environment, transportation, ICT public procurement, healthcare, accessibility, management systems, eco-design, etc.

Seizo Onoe
Director of Telecommunication Standardization Bureau, International Telecommunication Union (ITU)
Seizo Onoe took office as Director of the Telecommunication Standardization Bureau (TSB) at the International Telecommunication Union (ITU) on 1 January 2023. Known in the industry as “the father of LTE” (Long-Term Evolution mobile broadband), he now aims for global outreach to bridge standardization gaps, deliver the benefits of technology widely and speedily, and ensure meaningful and affordable broadband access for everyone. Before his election as TSB Director by ITU Member States, he completed an over 30-year career with Japanese mobile operator NTT DOCOMO. In 2021, he became Executive Vice President and Chief Standardization Strategy Officer for NTT Corporation and a Fellow of NTT DOCOMO. From 2017, he served as NTT DOCOMO’s Chief Technology Architect and President of its subsidiary DOCOMO Technology. From 2012 to 2017, he served as NTT DOCOMO’s Chief Technology Officer and Executive Vice President, a Member of the Board of Directors, and Managing Director of R&D Innovation Division. Earlier, he served as Senior Vice President and Managing Director of NTT DOCOMO’s R&D Strategy Department and Managing Director of the company’s Radio Network Development Department. Mr Onoe holds a Master’s degree in electronics from the Kyoto University Graduate School of Engineering.

Victoria Papp
Co-leader, U4SSC Thematic Group on Sustainable Digital Transformation in Buildings and Urban Energy
Victoria Papp is the Senior Director of Strategy and Innovation at the Building Owners and Managers Association of Canada (BOMA Canada). Since joining the team in 2016, she has supported initiatives driving the smart and sustainable transformation of the built environment through standardization. Victoria has empowered building owners and managers worldwide to unlock real value within their properties by embracing sustainability, digital innovation, and resilience strategies.
Victoria has a strong focus on international standardization and global initiatives that support cities in addressing climate change issues through digital transformation. Victoria holds a Master of Applied Science in Environmental Science and Management and a Bachelor’s degree in Environment and Urban Sustainability from Ryerson University in Toronto, Canada.

Warren Smith
WG5 Co-leader, U4SSC Thematic group on Enabling People-Centred Cities through Digital Transformation
Warren is Director of Insight, Innovation and Impact at Posterity Global and has over 30 years experience across private and public sectors, leading transformative projects to introduce new ways of thinking and working in procurement. He joined the UK Government Digital Service (GDS) in 2012, with responsibility for ensuring the UK government’s Digital Marketplace directly supported digital transformation. He introduced user-centred, design-led, data-driven and open approaches to public contracting – the foundational step-change in procurement envisioned in the UK Government Transformation Strategy. Between 2018-2021, Warren led the GDS Global Digital Marketplace Programme, helping emerging economies make their public procurement more transparent, improve systems that govern public spending, improve scrutiny through better quality open data, and build institutional capability and capacity to ensure sustainable change. He led the former U4SSC Thematic Group on ‘Procurement for Smart Sustainable Cities’ and now leads the Working Group on ‘Intergenerational Procurement for People-Centred Cities’. Warren is currently supporting the World Bank on a number of country-specific and global projects, spanning public procurement modernisation of cloud, digital public infrastructure and open-source solutions.

She joined UN Tourism in 2021 as a Senior Project Specialist in the Department of Market Intelligence, Policies and Competitiveness, where she coordinates the work on urban tourism and destination management.
Prior to this, she served as Marketing and Trade Relations Manager at the Tourist Office of Spain in Miami for 13 years, promoting Spain as a leading global tourism destination. Earlier in her career, she worked at Cegos España, managing projects on quality certification, tourism planning, and product development.
She holds a Degree in Tourism Management from the University of the Balearic Islands, a Master’s in Marketing for Tourism Destinations and Enterprises from the Autonomous University of Barcelona, and a postgraduate qualification in Sustainable Tourism for International Development from The George Washington University.
Originally from the Balearic Islands, she speaks Spanish, Catalan, English, and basic German, and believes strongly in tourism as a powerful driver for positive change.

Bettina Tratz-Ryan is a Vice President Research and responsible for intelligent urban ecosystem research that includes smart city and industry stakeholders, as well as the digitization efforts in the manufacturing ecosystems and Industrie 4.0 transformation roadmaps. As part of her smart city research, she analyzes the strategic citizen impact and business value of data and information analytics, Internet of Things, data marketplaces and exchanges, applications and complex architectures for cities and their industry partners. Her expertise integrates technology models with services and business measures for subsystems such as transportation, mobility, microgrid and buildings. She also works on the business impact related to the Industrie 4.0 framework. Mrs.Tratz-Ryan understands to build green IT and environmental sustainability roadmaps compliant to DIN EN ISO 14001. Mrs. Tratz-Ryan has more than 26 years of industry experience in IT networking for telecommunications, utilities, transportation, healthcare and local governments.
